New Hampshire state Senator Andy Sanborn (R) announced that he will run for Congress next year, challenging Rep. Carol Shea-Porter (D-Rochester) who has twice lost this seat as an incumbent. The 1st District has defeated more incumbents than any House district in the country since 2006. Ms. Shea-Porter first won here in ’06, was re-elected in 2008, defeated in 2010, regained the seat in 2012, lost again in ’14, and then returned to the House with a close victory over Rep. Frank Guinta (R-Manchester) last November, but with a victory percentage of just 44%. Once again, this eastern New Hampshire district will be at the top of the Republican conversion list in addition to being a high Democratic defensive priority.
