State Sen. Barbara L’Italien (D-Andover) announced the formation of a congressional exploratory committee for the open 3rd Congressional District. Sen. L’Italien was one of the state legislators expected to make the congressional race now that Rep. Niki Tsongas (D-Lowell) has decided not to seek re-election next year. No one has yet announced their candidacy but Dan Koh, the former chief of staff to Boston Mayor Marty Walsh (D), has also formed an exploratory committee. A rather large Democratic candidate field is expected to develop. Under the right circumstances, this district could become competitive. Republican Gov. Charlie Baker is likely to run strong in this district when he is on the ballot for re-election next year, meaning the eventual GOP nominee could get a turnout boost.
