Several news reports are surfacing from California that state Senate President Kevin de Leon (D-Los Angeles) is to soon make a formal announcement saying he will challenge Sen. Dianne Feinstein (D) next year. Assuming no other strong candidates enter the race, it is likely that both Sen. Feinstein and Mr. de Leon will advance to the general election from the June qualifying primary. Thus, we can expect to witness a yearlong campaign. Under California law, the top two candidates advance from the primary regardless of percentage. Therefore, a general election between the top two finishers will always occur. No legal possibility exists for any candidate to win outright in the primary.
