Former State Department and United Nations official Sara Jacobs (D), who placed second among Democrats in the 49th Congressional District jungle primary in 2018, announced on Friday that she will run in the newly opened 53rd District. In the 16-person 49th jungle primary, Ms. Jacobs finished third, behind Republican Diane Harkey and Democratic attorney, and eventual winner, Mike Levin. Independently wealthy, Ms. Jacobs will again be able to partially self-fund her campaign. In 2018, she contributed $2.1 million to her own effort.
Conversely, state Senate President Toni Atkins (D-San Diego), also a former state Assembly Speaker and interim San Diego Mayor, announced that she will not enter the 53rd District congressional contest. The seat came open last week when ten-term incumbent Rep. Susan Davis (D-San Diego) made public her decision not to seek re-election next year.
