Democrat Ralph Baxter, former head of the Orrick national law firm, announced that he will challenge four-term Rep. David McKinley (R-Wheeling) next year. The 1st District is the northern West Virginia seat and has moved hard to the right ever since Mr. McKinley converted the seat to the Republicans in 2010 with a one-point victory. Since then, the Congressman has averaged 65.1% over three re-election campaigns. Though Mr. Baxter is likely to have the wherewithal to fund a serious political effort, Rep. McKinley will begin this race as a heavy favorite.
